There is a lightswitch, and he can turn it on-- though there's something unstable about the electricity in here. The intensity of the lights fluctuates, growing dim and then brightening again.

Opposite the entryway is an electrical switchboard, and Aizawa can now see that the red dots on the right are coming from what appears to be a breaker box, currently closed. They're also both able to see the wires scattered over the ground, reducing their risk of tripping.

[The breaker box is still sitting there, red lights on. The other machinery on the right wall doesn't seem to have any labels, nor does most of it seem to be running; closer to the floor, cables begin to tangle together, forming part of the scattered mess of them.
Meanwhile, how thick are Dick's gloves, because LED lights do still give off heat and he's grabbing a bulb that is turned on. So! That might not be very comfortable, but he's not going to get burned just by touching it. It does spark slightly, though--
